About This Collection

Teach Congress and the Legislative Branch

This collection of legislative branch lesson plans helps students understand how Congress works and why it plays a central role in U.S. government. As James Madison noted in Federalist 51, the legislative authority “necessarily predominates,” reflecting Congress’s power to create laws and shape national policy.

These resources guide students through essential questions about the legislative branch:

  • Who makes up Congress? Students explore the structure of the House of Representatives and the Senate, along with the role of state legislatures.

  • What powers does Congress have? Lessons introduce enumerated powers, the lawmaking process and Congress’s place within the system of checks and balances.
